It's the parents.
There's no accountability or dicipline anymore, if a kid gets low grades or fails a test there arent any repercussions, millennials just really dropped the ball with parenting.
My dad always held me to a certain standard when it came to school, I distinctly remember sitting in my room drawing if I got in trouble or showed bad grades on my report cards.
