It depends on the dragon. I'd say Nael and Bahamut are the peak of this game's fuckable dragons.
The main idea is how humanoid they are or can be made. Nael? Perfect balance of human and dragon, hits all of my buttons and her black lips and soul-piercing eyes only help in that.
Now Bahamut has that lively look to him, and if we're thinking about what makes him him and how an artist can interpret that, Bahamut lives up to a ton of potential visualization. With his massive rear and thick legs you can make him into a very gifted femboy, add his giant chest and you can make a very gifted woman, add how the gold plating on his chest gives it that perverse "boob frame" idea then it just builds from that. His colour scheme is very bottom-esque too, a lot of dark colours are like that. But he has that cute, malleable face that can pull off both a mean glare and an obsessive, caring look to it. It's a bit rough to explain, but I guess the end point is, how much they work in a direction I like?
Nidhogg is similar to Bahamut, very much a battle-hardened, yandere, scarred warrior type who has a hypnotic glare like both Nael and Bahamut, but his body isn't malleable and is very Eastern which I'm not a fan of. (Before you complain about me having a taste, BBW chasers and avoiders are things that 'womanfuckers' can be called and they're still womanfuckers, same idea).
And the base game dragons, like Vidofnir, have that pull and charm to them, their bodies need a bit of tweaking to properly work, though they're still alright if the flaws are hidden like those photographer shots some do in modeling.
The perfect middle ground of both the children of Midgardsormr and their more normie, Vidofnir and Darkscale like offspring, are the dragons you meet in the bridge assault of pre-HW and in a recent DT dungeon as I am to understand.
It's a bit of a tough question to answer though, but I hope this gave you some context. Some just click while others don't.

Aside from mine? Usually not, or if they are the prog points are too different to really make sense of it and I won't lie by joining a party that's ahead of me by one point or much further behind as I want to try getting a clear and get this over with.
But hey, I just joined a gang of Coblovers along the way, so now I can call upon a gang to join me whenever the times line up as I PF, so that's fun.
