It does seem like that's what it was in hindsight. Loid doesn't seem like he's going to entertain it after that first session, and while Anya is aware, she's not capable or even motivated to find out more information.
Hemlock here is a lot like Fiona in the tennis arc, and that's probably the best use for them both. Characters with narrow gimmicks can't hold a storyline on their own but they're good tools to advance the main story and characters where they need to go.
