The Doctor Falls is the perfect ending because by this point it's the conclusion of his character arc and he decides to just do one last act of kindness even at the cost of his own life. It's not a big battle, it's not the fate of the entire universe, it's just doing his best to buy time for defenseless children. It's basically the core ethos of the show.
Twice Upon A Time drags out the regeneration too much. It's very obvious it was tacked on at the end after Chibnall decided he didn't want to do the Christmas episode.
