Maybe you can do more with reaction but relying on your enemies attacking you to attack them back is ill-advised, especially when rifles can still do the same thing and deal more damage.

They're too middle of the line. If you want to do up close, shotgun does more damage. If you want to go from afar, rifle does more damage. And if you're going mid-range, shotgun and rifles still do more.
