I used to think so but it's grown on me over the years. It resembles something you'd see in some ancient 1920's sci-fi films, where the characters are wearing wacky headdresses to signify they're meant to be aliens or whatever. Aelita Revolt of the Robots comes to mind, as does the weird shape of Futura's robot headpiece in Metropolis (that weird umbrella alcove thing surrounding her head). I do wonder what the decision to come to the weird head design of SHODAN was actually influenced by for the second game, is it some extremely time consuming traditional Japanese hairstyle to go with the kimono or something?
