Herta doll is not a pure wardrobe change, so couldn't just be a skin they release. Of course it's all semantics at the end of the day and I can see your point here too.
I think HSR had the right idea with the March alt where you can just change her path, but they make less money doing those, so dark March will be a new character just like Dan Heng was. It will be interesting to see what her personality is though

Ultimately it is a bit lazy, wouldn't the real issue be too limited of a cast then? I don't mind all implementations of alts though anon. And there could be positives too, seeing a fan favorite character be meta again for example. I'd still just prefer skins though in most scenarios
