Altmer=East Asians, like China or Japan at peak culture and simultaneously when they were inaccessible to the "west". The Altmer see themselves as the center of the world like China does and believe they have an ancient superior culture. Their society is heavily stratified and demands a lot out of everyone, they have an extremely complex government and court system, and a massive and mostly insular culture of scholarship.
Nobody is really Jewish, but if they did exist, they would fit right into the Empire.
