Oh, well... Let's see... I don't think either are "good" per se but I can try to figure out which one is better. 2 is probably better in the sense of being taken seriously as a sequel, while the stuff about a splinter pride of exiled Scar loyalists is an obvious retcon, it's not exactly that bad. The plot of 2 does build on 1 and I do get the message but the whole thing feels kinda contrived and it could probably be revised into something better. 1/2 is a bit better in terms of quality and I'm not sure there was a much better way of doing the story. However, 1/2 being a parallel story to 1 and an overly comedic one makes it feel like a mockery of the original movie, I mean did we really want to find out the CYFTLT scene to be Timon's backfired attempt to keep Simba around? You also need to be pretty familiar with the original to understand it, not that 2 really works as a standalone movie either but all you needed to know there was the succession crisis, 1/2 straight up don't make any sense without the context of 1.
I guess the TLDR is; 2 not very good but works fine as a sequel and out of context, 1/2 technically better but seems like way too much of joke and can only work as a companion piece to the original.
