Snarf was meant to be slightly annoying to the audience, because he was slightly annoying to the main characters, particularly Lion-O.

It certainly wasn't enough to affect one's enjoyment of the show.

He was nowhere near as irritating as, say, Webbigail, from the original Ducktales.
