Actually applies to feds as well. SMGs, M4s and shotguns are just fine. State level cops can justify handguns however the current system needs drastic overhaul both in membership, and leadership requirements.

Also while i'm at it any State level Law Enforcement agency without a elected leadership (i.e Sheriffs, constables and Marshals) are illegitimate and constitute troops under the 3rd Amendment.
