Praetors were necessary because they unlocked Rites of War, and fuck playing without those.
But armies should be able to use Rites of War without them - you shouldn't need one dude to remind you where you're from!
Now they will unlock Apex detachments that need high command dispensation, and that is quite alright with me...
...except the part where their only use is Unlocking Apex, and then the Special Assignment bonus says I specifically cannot do the ONE thing they're good for this edition.
