Hiro organized a contest when the whole Vtuber concept was a new thing for an official 4chan vtuber, where anons could submit designs. A winner was chosen, pic related, but after that the whole thing pewtered out because Hiro hadn't planned ahead and he was just hoping things would materialize out of nowhere. I think he underestimated how much work it would take.
