this actually makes perfect sense, what the fuck
mine is that Fluttershy's Stare also works on ponies, and the moment she figured that out was also when she became so shy. she didn't want to start abusing the ability and so she cut herself off from nearly everyone, becoming a hermit. the times she tries it on non-animals, she fakes it failing to keep up the act, though it probably genuinely doesn't work on Discord, which is why she's so comfortable around him; she can't accidentally abuse him into following her will.
