It's only funny because it leans so fucking hard into being serious to the point of feeling like a shitpost. Especially the sections where he is just stalking you behind lockers or wen he disappears into a randomly appearing "crowd" of 6 people. Him doing a big evil creepy grin and assuming the "slam" pose is also great.
But the point is definitely that you're supposed to take what he's doing seriously, which is why there are so many melodramatic conversations with Lufel or his victims and how oppressed he made them feel.
It's just presented in a way that's impossible to take seriously despite their intentions, so it's hilarious.
