I think it's half and half.
A lot of it ends up feeling like normal persona. Especially the fact that there is a separate "cash" currency specifically used for items and gachapon and books and plants etc.
But at the same time, so many mechanics get introduced that have yet another currency and annoying gacha mechanic to keep a track of.
Palace design is surprisingly complex and the length of the dungeons especially feel out of place for a gacha, but it's soured a bit by every big reward being a gacha pull and all the chests being a mix of generic 3* weapons and gacha currency. Ofcourse palace enemy fights feel like you're getting nothing, and you only fight the strong enemies for currency and for palace completion %.

The UI is also just completely infested. They really need to allow you to reduce the sizes.

There are no penalty for going harem.

Valentine event made you interact with all female bonds and choose which ones to "Invite" regardeless of if you date them or not.
At the end of event, ladies who you "invited" will "request" to be with them at the day, and you can only choose only 1.

If you have harem outside the event, you can "Invite" one member only, and have romance event.
