I think it's half and half.
A lot of it ends up feeling like normal persona. Especially the fact that there is a separate "cash" currency specifically used for items and gachapon and books and plants etc.
But at the same time, so many mechanics get introduced that have yet another currency and annoying gacha mechanic to keep a track of.
Palace design is surprisingly complex and the length of the dungeons especially feel out of place for a gacha, but it's soured a bit by every big reward being a gacha pull and all the chests being a mix of generic 3* weapons and gacha currency. Ofcourse palace enemy fights feel like you're getting nothing, and you only fight the strong enemies for currency and for palace completion %.

The UI is also just completely infested. They really need to allow you to reduce the sizes.

Social Links are called Synergy in this game and they go from 1 to 20 with the exception of the Owl. There is also not an Arcana tied to each Synergy like in a normal game. Outside of that, it works the same. You hang out with them, say the right things and get the points.
