Shit wears out. Venerators were cranked out in huge batches and quality control was probably not much of a priority. most of them were probably used up during the war with the survivors remaining in the Imperial fleet until being replaced and scrapped for materials.

A combination of cost and difference in combat doctrine. TIEs are faster, more agile, and well armed enough in comparison to the X Wing. They're carried wherever they need to go by Capital ships and their agility is seen as enough to compensate for their lack of shields.

First, the planetary shield prevented orbital bombardment initially forcing General Veers to make a surface attack to destroy the shield generator. And Vader's primary goal was capturing Luke and possibly any other Rebel command personnel.
