I enjoyed Rock wa Lady no Tashiname Deshite more than I did Girls Band Cry, but that's mostly because Girls Band Cry had a lot of cringe-inducing moments of Nina being a stupid fucking teenager sperging out. Also out of the other girls-forming-a-rock-band anime (K-On, Bocchi, Girls Band Cry), Rock wa Lady is the only one IIRC who made use of visual metaphors during performances, the others just showed the concert happening as is. On a personal level I still prefer Rock wa Lady over Girls Band Cry including their music, but if anyone were to ask me about three anime about girls forming a rock band, I'd put Girls Band Cry instead of Rock wa Lady along with K-On and Bocchi. But if someone asked for four instead I'd still list Rock wa Lady along with those three.
Without comparing against the other girls-form-a-rock-band anime, I'd say Rock wa Lady is still okay on its own. The premise of a commoner girl getting into a school for rich girls while keeping her un-lady-like hobby under wraps and Ririsa's personal dilemma between committing fully to being a lady or keeping her secret hobby and her subtly seeking guidance from those around her regarding that interesting enough, but it's nothing novel or deep, not that it needs to be. I've been listening to instrumental metal growing up, so I found their music good enough, but like the girls said in the show it might not be for everyone.
