Biden was just letting people freely cross the border to the tune of 100s of thousands per month and it lured immigrants into a false sense of security. it forced such a backlash among American people that Trump made mass deportations his number one campaign point and it got him elected by a wide margin.
Chavez definitely had the resources to get this in order but he waited until he had already violated his Visa to try to fix it. ICE now is going back and reviewing visa overstays, visiting their houses to pick them up.
I know people who’ve met JCC Jr at casinos in LA and they say he’s a cool guy IRL. The cartel connection adds a whole new crazy layer to this and we’ll see what that shakes out to.
