Shin doesn't talk like any of the Kaioshins gave trouble to Buu. If any of them did it was South. West explicitly went down quickly, which is why I assume she was around Shin's level of power.
In filler, she went down quickly as Shin said, though she did throw a ki blast Buu decided to deflect instead of just tanking. South did put a noticeably better fight, and Grand was capable for reflecting a ki blast Buff Buu threw, so there are different levels of power between Kaioshin, but West is not talked like she's anything special.
