Neither GV or Copen were feeling very merciful. GV flat out said he wasn't going to show any mercy in the mission briefing, anybody in there, no matter if they were combatant or noncombatant, were dead. It was a very Zero-esque moment. Luckily, we never run into any noncombatants, even though there should be a ton around.
