Because most of their development is based around copying Overwatch and just assume you need way more Duelists.
Except this isn't the case in this game. The most common lineup is 2-2-2 and even 3 Strategist lineups isn't that uncommon.
There only being 10 Vanguards is also a massive problem in this game due to pigeonholing due to a certain niche. Like people can easily get stuck playing Magneto or Strange non-stop as a tank because of how limited the options are.
