There kind of is one already, Field Judge Shaka from "Judge Dredd: Fetish". Born in the jungle raised in a cave, drives a zebra-pattern hoverbike, theoretically attached to the West African Meg Simba City but patrols the congo basin equivalent to the Cursed Earth. Long hair, no shirt, appears to be slightly lighter skinned than his peers in Simba City, talks more like a caveman - he only appeared the once, but he ticks almost all the boxes for a Judge Tarzan.
