Aren't those C-weapons inactive? Aside from CEL (IBIS), I mean. The story makes it sound like Arquebus just stumbled upon the HAL and SOL. The HAL is a manned craft so it goes without saying that it was inactive, but I don't think Arquebus had to do anything concerning the SOL. Actually Arquebus never used it at all, so they probably deemed it too risky to even turn the thing on. It's only ever used by Ayre or Allmind (albeit the latter with heavy modification and seeming removal of its Coral generator).
Seemingly, the Institute left the CEL active and for some reason assumed that was enough? To be completely honest, I'm not sure why they wouldn't leave the SOL active too considering it seems to be the only unmanned C-Weapon left offline. I was genuinely surprised we didn't fight it in the Convergence mission for the ALLMIND route, it would have been a perfect setup for ALLMIND to capture it for modification and honestly that mission is REALLY simple when you're not fighting the CEL, all of the ACs you have to take on during it are complete jokes and they could have easily thrown in a resupply beforehand.
