There could be multiple NATO factions, because it isn't the Cold War anymore and the equipment is more varied now. Just like at countries like Poland, it has T-72s, Leopards, M1s and K2s. They could make some Eastern Group, like Poland+Baltics or V4. There are many ways to do that, not sure which one is the best, but the clue is that there needs to be more than one European deck.
