I don't think Tootie was that different, other than her makeover, and that's kind of the point. They didn't really have time to work much romance into the plot, so better to just use a girl that's already in love with him to establish the aging out of fairies plot. Aside from that, Tootie does have the traits of being brave, smart, likes animals, and aversion to destruction, so making her any other character would've been a reach.

Chloe I think was just executive meddling that Butch just went with because he was sick of the show anyway.
