The Knight-Paladin in Dawguard says they're basically the same, and he's been alive since either the Merethic or 1st age so I'll trust his judgement. Also, the Alessian priests only briefly (relatively speaking) ripped elvish Akatosh out. He's gotten better since then.

I think so. The Book of the Dragonborn kind of leaves it open for interpretation on whether or not it's by blood or through a divine blessing, though.

Maybe. Kuckbride and Mankar's cult books imply that Mankar Camoran became Dragonborn through some sort of daedric ritual involving Mehrunes's Razor. However, there's a trailer for Oblivion in which Todd says that Mankar comes from another line of kings, and that's why he can wear the Amulet of Kings. So Mankar could have been some sort of Bosmer/High Elf/Ayleid Dragonborn mutt.

It's definitely a pretty human-centric game, however pic-related is an Orc that is a direct descendant of Tiber Septim (which is why he can use the MacGuffin in Daggerfall), and if the Akaviri blood seal in the Blades temple is any indicator, then there's a good chance that Gortwog was a Dragonborn.

I think Akatosh is a "always wins in the end" kind of god. But, like the other gods/daedra, he doesn't have free will. So the Dragon Balls could be up for grabs until the end times.
