Suselle isn't going to happen because Noelle is the VILLAIN. The point of Suselle scenes isn't "Awww, aren't they cute together", it's that Susie is in danger. That's why there's so few of them and Susie never quite completely catches that it's a romance, because the longer it goes on, the higher the chances become that Susie gets hurt.
