That's pretty much true to a tee.
It's not an unplayable broken shit mess like some might say, it's just not a regular jrpg at all, and it's not particularly good at being an action game.
SoP had the huge benefit of being developed by a studio that made action games.
Xvi was made by MMO devs who had never made any single player game, and it feels like it was made by MMO devs in a bad way very often.
In an effort to make peace with the warring factions of rabid weirdos itt, I'd like to say that xvi does have redeeming traits. Some of the characters are cool (Cid and Hugo), the voice acting was great, and everyone loves a big Kaiju fight.
