It's just a passive aggressive comment with the faint threat of the EU actually slamming the hammer down on these practices with the result being online games won't get developed anymore because they'd have to keep it online forever or provide the players with offline or private server tools.
It's misrepresenting the initiative for one and second, who would honestly really lament the loss of any live service shithole?
Meanwhile, several old as fuck games like Guild Wars 1, Quake live are still running and steam has a gigantic list of private server tools, immediately proving him wrong.
