This is all stemming from DnD's Combat Wheelchairs, which were an extremely lazy way generate instant Diversity Points in an era where Diversity Matters was on the lips of every corporate consultation firm. Their application was an issue, not because of the fact that they were simply characters in wheelchairs, but because the wheelchairs were basically magical tank treads that give 100 attributes that make them superior in numerous ways to non-wheelchair'd characters even in combat situations where literally anything else would be a better answer. You could put in the Blind Swordsman(who everybody thinks is badass), the One-Legged Warlord/Pirate Captain/etc(who is also seen as badass), and other such disabled characters, but they don't represent a contemporary disability, and as such don't get included in games like this as a measure to show off disability to the rest of the corporate sphere.

It's always a measure of how genuine the application is, and in most cases where a character is wheelchair-bound, it doesn't even cause the mildest of splashes. Having a fucking dragon in a wheelchair in WoW is something every person involved in the creation of it should have felt ill and canned before it saw the light of day, but it shipped all the way to market.
