I think the thing with Joe is that Willis absolutely found Joe's sexpest personality funny, but as time passed that type of character fell out of style with Willis's political circle so he had to stop delivering punchlines like pic related and grow in a way that makes him likeable to said audience since Joe is one of his oldest characters and probably means a great deal to him. Which I think Willis did accomplish since everyone in his comment section is worried about Joe's feelings now that Joyce kissed Dorthy.
