Human kingdom seems to be a feudal enterprise, so it's a not a unified state but rather a collection of small, autonomous fiefs who owe fealty in a hierarchical chain to a nominal king. Based on what we saw in the previous episode, even a count is able to live a decadent life collecting tribute without actually governing anything beyond his own demesne. There's two possibilities here: the king sits at the top of this ponzi scheme, collecting all the tribute from his regional overlords like this count, or else the regional overlords hoard all their tribute and the king is impoverished and too weak to do anything. In either case the kingdom is not unified or able to act as a single entity.
