Pretty much, though there are notable differences between the two that set them apart. Take for example,

Nagito's not as sympathetic. His actions throughout Danganronpa 2 makes him a character you'd either love, hate, or love to hate with no middle ground. I don't think the fan reactions to N are as extreme.
