Kishimoto is just trying to replicate the feeling of YuYu Hakusho with Shikamaru as the leader. The problem is Togashi made the heroes dropouts trying to make bail with no official leader. Naruto never bothers to study the same way Kuwabara does, and he doesn't have connections the same way Yusuke does. Smart characters like Sakyo and Sensui don't really fight the heroes as so much satisfying their deprived fantasies. Sasuke doesn't have that unhinged look or understanding Toguro has
