I think /co/ could easily fit mlp. the current traffic of /mlp/ could be reduced in half and put into a single general. In fact maybe even without a reduction, but there would naturally be a reduction, people will live without Sunset Shimmer general.
Rule 15 should have been removed a long time ago, I don't think it should have ever been added, it was the beginning of the end for 4chan, pathetically overthrown by a children's cartoon. Just having /mlp/ created would have been enough.
