there is an answer but it basically boils down to wotc (being the owners of the game and thus having the word of god) getting a spine, putting their foot down, and basically making rules in edh by fiat, just as they have done with 60 card formats.
why is standard 3 years now instead of 2? because they said so.
why does pioneer start in return to ravnica? because they said so.
why are tutors discouraged (they should just say 3 tutors for nonlands max, those fuckers) in bracket 2? because they said so.
why is it 3 GCs max in bracket 3? because they said so.
with that said, there should be a lot more GCs; aesi, purphoros, and krenko for example shouldn't be in bracket 2, we all know their power level, we know what they can do, and wotc should act accordingly
in truth rule zero is really just house rules with a retarded name, like vorthos, and i agree with you that wotc is partly to blame by making people think that rule zero was anything more than it really was. but if wotc wants a sustainable playerbase where people don't just stick to their basement (proxying ofc, bad for business) and never playing with others in the wild because all they want are either chase cards or just autistically banning things like diabolic tutor then wotc really has to bring down the law so to speak.
