Yeah. personally i really like how Nihilister "advices" feel unique in the sense she's the most antagonistic girl so far( Most of the time she's just shutting us up/telling how uncompatible we are ).
Devs probably don't want us getting too chummy with Heretics just yet so they don't lose too much aura as villains. Nihilister scenes are super cryptic and even then she spilled some important info about the queen.
It wouldn't surprise me if Behemoth/Levi get released before Indivilia just because they're pretty clueless compared to most heretics
