It is too late to properly give enough gravitas to a character. There are plenty of characters with potential, but none that actually went through the journey to become a threat. For example it could've been rapture queen marian, naked king crown, villain arc version of dorothy, a revived version of pinne that is fused to nihilister, enikks alternate bodies, some new nikke that comes from jiens experiments, maybe a mindwiped version of the rapture queen that crashlanded on earth and has lost her memories, a humanoid form for gluttony. It could've been so many fucking things, but they all require more than 2 months of set up. We'll probably learn what it is in the next patch, but it will either be a character that's nowhere near the powerlevel of the last 2 anniversary characters or it will be one with 0 fucking setup.

Cinderella's wasn't chosen to be the 2.0 because she was the main villian in the 1.0. Her story and buildup started even before overzone was a thing (chapter 19, in that single note found about the Unchained) but that's another story.
My point is that each year we got a extra layer of plot that was shown in the half anni and was completed in the full anni. And this year was so far was kinda weird BUT thanks to the next chapters name we can think a few schizo theories.

The subplot that, to me, started last year tho, is how heretics are made. You can say that we already saw that with Cinderella but there's a difference between being made and being chosen to be a heretic, like Red Shoes said, only those selected by the Queen can become heretics.
