No, but it's a good idea, especially if it's an old gasket. Better to do it right the first time instead of doing the job twice IMO - just don't cheap out on the gasket.

If he just did the valve cover seals then he wouldn't have touched the timing chain, you only take that off if you're doing a cylinder head or a similarly major engine repair.

Hard to say, it just looks like tiny bubbles in the photo, could be anything or it could be nothing. Are they actual physical particles, did you touch them or collect samples of them?

The white part (circled in red) is just the float, it's what raises the coolant dipstick depending on the level. The actual coolant (circled in green) doesn't look very strong to me, but again it's hard to say just from a photo.
