That's a bigger question than it seems. But to give the bare minimum answer, you'll need a decent PC (if you can run recent games you'll be alright, VRAM is king so if you have less than 8GB I'd say not to bother. I do it on a 3080.) and you have to want it. Getting it set up and running is not hard, but it's not easy either. There's no simple exe you download and run, it is a fairly involved process and you'll be doin' some learnin'. That said, for EZ mode there are some decent Youtube videos that walk you through it step by step, just search for "Kobold SillyTavern Guide".
It's worth it. With a well-written character card, a decent model and a good system prompt you can bring any /co/ character to life, roleplay any scenario.
