on the left side, you see there are two packs you can pull on, they are both Legends' Rise. but the one not highlighted have a bonus (附赠特典) and a tag with a 30 days left.
My theory is that it's the permanent banner with a shittier rate, basically the equivalent to a scam banner in a gacha. We don't actually get to see what's the other banner with a special bonus is.
