If we want to talk about India, many people there have fake degrees since India has a fake degree epidemic. Indian colleges themselves have been caught just printing them for people who haven't attended a single class degrees if you hand them enough money, so it's impossible to tell if any of the people there actually went to a university or not.
As for being desired in positions, companies generally want to grab H1B hires since higher ups see it as a way to get higher paying positions for cheap, not because they are more skilled at it.
