Lorkan made the Mortal Plane in opposition to the state of the Universe before the worlds creation. There were no limits on anything. Everything could happen all the time for no other reason but "whim". Because of this nothing mattered. Nothing lead to anything. Everything lead to nothing. And there was nothing in all creation that was "New".
Lorkan created a place of weight and consequence where everything that existed would have reason to exist. The reason being that whatever it was could survive in the "Arena". Lorkan (Pelinal) kills whatever brings in old religions because they are a reminder of the way things were before and therefore weaken the world. This is (to a padomaic perspective) pointless. The worlds gonna end eventually. Why rush back to everything being pointless without giving this new world a chance?

As for why Lorkan did what he did? Up to you to decide. If you want to call him a "Devil" who tricks all the Aedra so they would worship him / make them suffer in "Hell" / have them pointlessly struggle and die for nothing - Great. That is the "Anuic" perspective of the creation myths.

Not even Veloth knew. Veloth had no grand idea for a perfect way to be. He only knew that clinging to things the way they were before was doomed to fail upon this plane of Death and impermanence. The "Strength" I am referring to within Velothi Ideology is the ability to decide for yourself what Nirn is and what its purpose is within creation. For only upon the Mortal Plane can anything be made that is truly "New".
