Dubai Chocolate is a trick to make people pay more for a watered down product, pistacchio-filled chocolate has existed for decades. The pistacchios are the most expensive part of the product, and by labelling it as "Dubai Chocolate" they can put the Arabic twist on it which consists of shredded wheat to water down the pistacchio. This is a traditional Arab dessert and isn't bad on its own but now it's been turned into a marketing ploy to sell a watered down product for a markup.
