Yeah because Russians were/are so poor many to most of them haven't been able to or still can't buy a car.
Americans have had easy access to cars since the fucking Model T in 1908.

Important to note, if you look at a historical map like my pic, we had far more rail than Russia did, both then and now, in 1890.
But, as we adopted the car due to our great wealth, most railroads went out of business, since they're just a worse method of transport.
