i think the biggest issue with basing it on Z would've been that the new generation aren't familiar with it. the "bleach blonde" Super Saiyan look straight up disappeared after GT ended in 1997, and we have no frame of reference for DBS-exclusive characters in that style. so they would've had to spend a lot more time "DBZ-ifying" newcomers without reference photos. i didn't play RB so i can't really speak to its art direction, but its pretty obvious Gekishin's art style is based on Super Hero (unfortunately).
that said, i am a fan of those Sparking mods that restore the bleach blonde look to their idle state and only go super gold during ki charge animations or Sparking Mode. i'd like to see somebody try to do that variable saturation bit with God, Blue, Rose, UI, and Beast.

Dragon Ball FighterZ. it looks closer to DBFZ than anything, so far. just keep in mind DBFZ has received like 6 years of post launch updates that have made the game progressively cuhrayzieer, so it's Tōkon probably won't be *as* cuhrayzee at launch.
