I wouldn't say hacks. You definitely notice the difference between amateur VAs and professionals (part of being a professional is having a pleasant voice). But yeah, their contribution to the finished product is wildly overstated and a relic of how shamelessly the gaming industry tries to emulate prestige cinema. It'd be like the Pulitzer prize recognizing audiobook narration (which requires way more recording sessions than the standard video game performance).
