You can't use your ships because they are quite literally irreplacable and irrepairable, as in you can't risk them even getting into combat because facilitied to repair your own ships no longer exist in any meaningful capacity.
Navy has been complaining about the runaway maintenance/drydock repair backlog for years now without anyone trying to actively killing them. On the other hand, nation owning half the planet's ship building capacity can probably afford to break a few eggs to make an omlett.
