It's actually extremely funny that despite the devs being progressives and socialists, they actively whitewash Germany and Japan, all to make the narrative seem like there are "no heroes," because everyone is evil.

For example, they actively give Germany plot armor to prevent their collapse, while the Japanese devs whitewash the lore, saying they won't add events related to the Rape of Nanjing or the atrocities committed by Japan during World War II. In other words, they're basically apologists for Imperial Japan. All this while transforming most possible paths in the "future rework" (which will never be released) into liberals and democrats. Bro, Japan is literally a post-WWII totalitarian dictatorship, why would they going to democratize in most paths?

And this whole narrative is to portray the US and the OFN as morally ambiguous, to say there are no heroes (because socialism lost, so this world obviously has to be bad, right?). So they create events in which the US gasses Britain, commits war crimes in several countries, and is portrayed as horrible (like playing the Haiti proxy, where no matter what you do, the US is portrayed as killing everyone and committing atrocities). While domestically, everyone except activist Democrats are portrayed as corrupt, extremist, traitors, etc. (Just consider that the "good" guys are like Reuther, Chirley Chisolm, and McGovern.

The point of putting Hall incapable of doing anything is to make it seem like, "Look, the US political system is horrible. They're so bad that they put this guy in power just so he doesn't do anything, just because they don't want to elect someone together."
